LONDON, April 23. .Lord St. Aldwjm presided at the firet .meeting of the South Wales Coal Board. No agreement was reached on any single point. The men claimed the original schedule, but ti\w owners proposed rates averaging 3s per clay less. The men contend that the rates ehmild be based on the average wages.
