REFORM CAMPAIGN OPENED.

PALMERSTON N., Last NigM., Mr Won. Thomson commenced a .Crusade to-night in ailid of the/reform of licensing 'legislation-. He condemned tied houses, and eaid that itihe Government should bring in a Fair Rent Billi, for rents to "be fixed by arbitration. They must abolieh all goodwills, and every* man. must be allowed to buy his goods in the open market; tho Government to subsidies all liquors and allow none to be,sold without the Government brand as to quality. '
