MELBOURNE, April 17. The Presbyterian Synod in the- New Hebrides lias for warded to the General Synod a series of resolutions, declaring that the flogging of the natives is not decreasing, and .that flagriant offences against decency and inoraJiiy are ccmanitted aboard the i French recruiting vessel . Kidnapping is also charged against theFirench ■ recruiters. The resolutions conclude by stat* ing that unless the- offenders, whether British or French, are adequately punished, then the Condominium Govenument, as far as the natives .'are concerned, is worse than a farce.
