OTTAWA, April 10. . Mr Borelern, Prime Minister, of {Jauada, declares that the Ouebec Ohronicle's outline of Canada's naval policy is foundationless. Nevertheless, some papers, while admitting that it is not proper that ;i policy should be promulgated before Messrs Bordern and Hazen have submitted the'scheme to the Admiralty, say that it is evident that means should be found to test the pvd.hc opinion of Canada,.Britain and other Dominions before Canada is formally committed to.a definite sche.ni;>.
