Can gambling be regulated by Act of Parliament? We are led to ask this question by a glance at the totalisator figures of the different race meetings held in the Dominion during tlie last few days. In every instance the figures show a tremendous. increase in. comparison with tliose of previous meetings. One 1 remarkable feature of the gambling transactions of faster is that, although the number ofracing days in Auckland was reduced by: tlie Totalisator • Commission from three to two/ 1 there was more put through, the totalisator oh ,tlie two days of the year than on the three <rf last year. This would 1 point to th e conclusion that the habits of the people are not as effectively controlled by legislation as some might suppose.
