QUESTION OF TOLLS AN UNIQUE SCHEME. (Received Last Night, 5.5 o'clock.) WASHINGTON, March 31. Senator O'Goranan, in giving evidence before the Senate's Canal Commission, asserted that tho Anglo-Amer-ican treaty gave to America the right to fix different tolls for American ships passing through the Panama Canal. He declared that it was preposterous to require the United States to pay tolls for its own battleships. Colonel Gcctiials, Chairman of ' the: Canal Commission, proposes an unique scheme for the defence of Panama. He suggests driv : ng out the inhabitants, and allowing the zone to become a jungle, thus preventing a possible enemy from deriving an advantage.
