ELECTORAL REFORM.
There is one. matter which Parliament should attend to at the earliest possible moment. That is the question of electoral reform. The present system is almost as antiquated and cumibroxis a,s it could possibly be. The second ballot is an expensive fraud upon the electorates, and has no jusiificaition for its existence. Propor- ( itional representation' may not be all that is claimed for it, but it,would be a poor thing indeed if it were not an: Improvement upon the existing system. There are a great many people who are of opinion that proportional j representation should be given a tiriaJ. j
