MANDARIN DRESS BANNED SHOOTING OF CRIMINALS. (Received March 28, 10 a.m.) SYDNEY, March 28. Files received by mail from China state that the Chinese Government has issued a notice forbidding the wearing of mandarin robes by Chinese, because they arc relics of the Manchu dynasty, 'it has also been decreed that all criminals shall be shot on the sccno of their crimes. Tho Government is making determined efforts, to suppress conspiracy.
