LICENSING ELECTIONS.
Reports to hand from various parts of the" Dominion show that the greatest apathy was manifested over the election of Licensing' Committees yesterday. These Committees, at the best, are an administrative excrescence. Nearly the whole of the responsibility is cast upon the Chairman. It i<s he who i-s responsible for the character of the men who' are licensed to retail -grog, and it is ' imt>ii '\him that the vindication of the law largely depends. Why, then," should he not have the sole administration of the Licensing Act, with the assistance of the ipolice, as he had in former years? >
