iMr Arthur Withy is one of a number of theorists who seek to adjust the political equilibrium by removing tee » taxation from .one set of shoulders and 'placing it upon' another. H> affirms that by removing the Customs cuties and. placing the taxation entirely upon, land, an equitable solution of the existing problem will be arrived at. The> most cursory examination of the proposition will demonstrate how utterly untenable it is. Does Mr Withy contend that land is the only source of wealth the country possesses* Is he. not aware that the merchant, and the middleman '; and the company-monger amass greater wealth under Freetrade than under'-Protection? Does he seriously aver that the struggling -settler is more capable of bearing taxation than the city merchant? Would not a solution of the problem bo more speedily and equitably ■ arrived ■ at by substituting a universal and graduated income tax for the system at- present in vogue?
