The appointment indicates a still | greater spread of the insurrection. SPEECH BY WAR SECRETARY. FOREIGNERS IN DANGER. (Received March 7, 11.35 a.m.) NEW YORX. March 6. At Chicago, War Secretary Stinison, addressing a large audience, and speaking of the foreign policy, said great danger to foreigners was apprehended if the Mexicans once got the idea that the United States menaced them by the army which is now stationed near the border. They would then probably wreak vengeance on all foreigners 'within the country.
