General Wyndham, during the Army debate, < xprcssed dissatisfaction with Lord Haldano's scheme to securo national safety. He said that the expeditionary force was below the necessary strength, and urged an increase in the Home establishment of lino regiments. Sir R. Pole-Garew declared that the whole military system needed reorganisation', and that the existing scheme only courted disaster. Two thirds of the money devoted to the Territorials should bo' spent on the Regulars. CABINET DIVIDED. ON IRISH QUESTIONS. IRISH CONTROL FAVOURED. (Received Last Night, 11.30 o'clock.) LONDON, March 6. The Times states that there is reason to believe that the Cabinet vided on the question of the Irish Customs and Excise Bill. A strong section are in favour of giving control to the Irish Parliament, otherwise the National convention, wall reject the Home Rule Bill.
