Italy iuus annexed Tripoli, at least a Bill has been passed by the Italian Parliament authorising tlie annexation, and there lias been the usual National demonstration. It is ono thing .to authorise an annexation and quite another to give effect to it. Italy will have to pay a big price in blood and treasure before annexation is complete.
