OVER MR ROOSEVELT'S ANNOUNCEMENT AS A CANDIDATE FOR THE UNITED STATES PRESIDENCY. (Received Last Night, 11 o'clock.) NEW YORK, February 28. Mr, Theodore Roosevelt's announcement of his candidature for the Presidency, did not create much emtOtrasiasm. The Moderate Republicans are supporting President Taft, or a-neu-tral. Mr Roosevelt explained to the reporters that when he gave his pledg© not to accept a third Presidential term, he only meant a third successive term. If he lost in the straightoufe 'fight for principle, he would support the Republican candidate, whoever ho might be. He also explained that ha favoured the recall of judicial decisions, upon constitutional points, on the ground that if the people were* competent to create constitutions they were competent to interpret them.
