PEACE AND ORDER AT PEKING VICE-PRESIDENT ELECTED. (Received Last Night, 11.25 o'clock.) PEKING, February 21. Everything is quiet and orderly at Peking. Genera Yuan Shih Kai is pleased with the improvement in tho position cf the interior, except at Fuchistun, in Manchuria, where the populace are not aware that an agreement has been signed. General Li Huan Hung has been unanimously elected Vice-President of the Republic.
