The Acting-Viceroy of Chili,. formerly South American Commissioner at Tientsin, has lent Yuan Shih Ka: £625,000 to meet the immediate requirments. NANKING, February 17. The Advisory Council has decided that the seat of the Provisional Government shall be at Nanking. Yuan Shih Kai deprecates leaving Peking.
