YUAN SHIH-KA! AS ORGANISER DR. SUN YAT SEN REFUSES RECOGNITION. (Reeived February 15, 1.55 p.m.) Dr. Sun Yat Sen. lias telegraphed on toehalf of the Republican Government acknowledging General Yuan Shih Kai's adherence to the Republic, but declining to recognise the Emperor's appointment of him as organiser of the JRapublie. He requests Yuan Shi'h Kai to come to Naniang immediately, or send a plenipotentiary.
