Itoughnan, S.M., has held that a by-law of the Hamilton JBorough Council, which fixes the speed flimfct of motor-cars at eight miles per hour, is unreasonable, and has dismissed a case brought, by the police 'for-an. alleged breach'. ~ltis to be hoped that the local rkuthority' will instruct the police to' appeal against jsuoh a decision,'' Which at once, attacks the jurisdiction of municipalities. In many townships in New Eeaiand a. similar By-law exists, and has absolutely necessary, to protect the lives and limbs V>f pedestriails. A Magistrate who says it lis unreasonable to fix the speed limit of motor-cars at eight miles an hour in town thoroughfares, would probaiblv describe a. by-law requiring that •vehicles'shall not be driven round corners, at a-faster pace than a walk (as downright oppression.
