Yuan Shih Kai is awaiting the concentration of 20,000 Ghinese troopg. at Peking before the publication of the decision to abdicate the throne. • ' Advices from Mukden show that the payment of officials has been suspended, and that disorders are fearPeople are leaving Mukden wjiolesaJe, and v proceeding northwards. Mr Maxwell, the Daily Midi's war correspondent, describes the impending troubles in Canton. He says that the majority of the garrison consists of 'bandits, - pirates and mercenaries, who are likely to maintain dis-. cipline only so long as they are paid. The city is under a military dictator. Merchants have removed their valuable--'goods from .the"island of Sameon, and trade with Hong Kong has ceased. The troops, upon which most reliance is placed, are proceeding north. Europeans \ are preparing for emergencies at Samun, ; which is a joint British and French concession. The island is mined and fortified by a garrison three hundred strong, supported by British, German, American and Japanese gunboats.- ;
