BERLIN, January' 26: At the second, ballot in connection with the German elections, Heir Liebnech was elected for Potsdam. Herr Wiltnar ,the Radical leader, was defeated for Nordhausen. The (result of the second ballot was as follows: Socialists and Opposition 110 Government Centre «» Conservatives 5b Poles, Alsatians, etc 4S Liberals ••• ** (Radicals • •••••••• «» The National; Liberals hold the balance of power. ..
