STRENGTHENING THE TIES LABOUR PARTY'S ACTION. (Received La-st Night, 11.15 o'clock.) ST. PETERSBURG, January 23. A visit of British Parliamentarians of all , k . sections, witih a view to strengthening the good relations existing between the two countries, would be warmly welcomed. The Labour Party in the Duma, however, will not participate in the festivities, owing to both countries oppressing the Persians in their fight for freedom.
