PROPOSALS ADOPTED. (Received Last Night, 8.40 o'clock.) MELBOURNE, January 22. The Premiers' Conference resolved that it would be unable to accept the Hon. A. Fisher's Commonwealth Bank scheme. Tie Conference adonted the nroposal tihat in consideration for the Commonwealth Bank refraining from entering the bank business, tJhe States would supply on loan to ijhe, Commonwealth-.-! •Bank'a:monthly : amount.equal t0..25 cent of ihe increase, in excess, of the deposits over v withdrawals.
