JANE DOUGLAS INQUIRY.
The finding of tlie Court of Inquiry into the wreck of th© .steamer Ju.no Douglas is extraordinary, to say'tli© least of it. The Court, after hearing tlx© evidence, found ithat th© wreck was due .to the captain not 'having exercised reasonable vigilance. No extenuating circumstance apepars to (have /been disclosed. Amd yet the Court considered .tliat it was • serving (the ends of justice by asking the cap. tain ito pay th© costs of the .inquiry. It did siot even, suspend his certificate. If the running of a vessel on a. rock, and rendering her a total loss, does not constitute negligence fcufficiently culpable to- justify suspension, then the Court will be doing a service to th© public, 'as well as to the master mariners, by defining the term, ''culpable negligence."
