THE JUNIOR CADETS.
The ".Dominion" has drawn pointed, but timely attention to the anomalous position in which the Junior Oadot system of New Zealand is placed. Although presumably a part and -parcel of the defence scheme, the junior cadet system has been regarded; £S a sor.t of bobiby-horse, .o be ridden to death by officials whose chief qualifioations- have been their unswerving fidelity to the Prime Minister. The Commandant of the Cadet Forces h'as (been ia sort of white-fliaii'ed boy, aniswerable to nobody in particular, and possessing powers which even MajorGeneral Ctodley might well envy. The position d's one'which requires investigation. If the junior cadets are to form a portion of the general defence scheme, they shouid he amenable only to Major-General Giodley, who should (have the power to appoint, dismiss, and otherwise control the officers. If they are to be part of the education system, they should ibe coiut<roffled entirely by the Educations Boards of the Dominion.
