MINISTERIAL DECLARATION NEWSPAPER OPINIONS. (Received Last Night, 11 o'clock.} PARIS, January 15. ' The authority and prestige of M. Poincaro enabled Inm to form a Cabinet with all the talents required. Eleven out of the twelve Minister's had previously held office. The essential points of the Ministerial declaration are the ratification of the Francto-Geranaai agreement, electoral reform and an. income tax. Moderate newspapers describe the new Cabinet as a '.National Ministry capable of rehabilitating France in the eyes of Europe.
