HAMPERED AND THWARTED RUSSIA'S INTcRPOSITION. (.Received Last Night, 9.20 o'clock,) LONDON, January 4. Lord Lamingtoir, speaking at Ediinburgih, said that Persia had been hampered and thwarted in its regeneration. When she appeared to be extricating herself, Russia interposed. He said- it was- necessary to secure the withdrawal of the Russians from Kosvin, if the partition o*f Persia was to be avoided. For the sake and prestige of Indca, we nmist exert ourselves to. keep Persia free.
