POLITICAL DISINTEGRATION A CORRESPONDENT'S REPORT. (Received Last Night, 11 o'clock.) LONDON, December 26. The Times's Teheran correspondent, telegraphing on December 24th, 'mentions fears of provincial distn.tegr:ition. He addes that it has apparon tly been arranged that tlhe Regent and Cabinet should conduct the administration, supported by the presence of Russian troops at Kazvin, within telephone call of tlhe capital. The Russian legation has declared that tlhe reply to the ultimatum ; s satisfactory, and has telegraphed to Tabriz that tho question is settled, but the Russian general replied that lie would obey only the Viceroy of the Caucasus. Mr Sinister assented. Ultimately, the Regent, addressing a meeting of merchants who were summoned to the Patace, declared tha. the Mejliss was impeded by the notions of the Administration inter.-i ally and externally, and it must therefore be closed A rescript announces tlhlat- the session ended, but it contained no motion for an election. The gates of Ihe Mejliss have beei. looked; and a guard mounted.
