Mr Jo Payuie, the Labour (member who, with the assistance of the Reform Party, defeated ike Eon. G. Fowldss at the &econd ballot, is, evidently a bitt of a wag. He has madie the unique proposal that Sir Joseph Waard should hand over the re-com-stru/ctioir of the Cabinet to the Labour Party, and that the whole of the members of that Party should be Joseph refusing .these overtures, Mr Payne suggests that the whole of the Labour Party vote againet him. The Ibailfc is, no doubt, a ver>\ tempting one, but fe rather too large for even tlte. .Ccpadcuus Prime Minister to swallow.
