The Berlin correspondent of The Times mentions the scandalous conduct of several newspapers in publishing a I/wpsig telegram, alleging that Schult'/'s absolutely secret trial dis-, closed an elaborate scheme of the British Admiralty to collect- details of the movements of the German warships. Tlie object of the publication of the telegram is to raise . Anglophobism at the elections. Another correspondent states that the Conservatives do not dare to conspicuously advocate an increase in. the Navy owing to the popular feeing-.
