BERLIN, December 5. The Reichstag wus crowded when the Chancellor replied to Britain's foreign policy. Herr Hollweg stated that the Government never understood the English suspicious because they were utterly groundless. He sincerely reciprocated Sir E. Grey's wish for improved relations. They wanted to live in peace and friendship with England, but only on condition that Britain's policy towards Germany Mas marked with some positive evidence of goodwill.
