LONDON, December 6. The Right Hon. H. L. Samuel states that the dellay in non-urgent press messages ini plain Language 'would net exceed nineteen hours. The service will be fully operative on the 15th, but the Western Union, AngloAmerican Dtitreet, and United States Companies will' accept press tetegrams* at a. reduced rate at their own offices to-day.
