BERLIN* December 4. The Berlin Post states -that Britain., and not Germany, is at the end of her tether with regard to shipbuilding. It is questionable whether she will be able, without enlisting foreigners or conscription, to carry out two keels to one if Germany lays down four or five capital ships yearly.
