j INDUSTRIAL COURT'S DECISION CONSTITUTION OF A BOARD. (Received Last Night-, 8 o'clock.) SYDNEY, November 14. 1 In the Industrial Court, Judgs Scoles gave his decision on the application. for the constitution of a Board to deal with the wharf labourers' trouble. The Steamship Owners' Association claimed exemption from the operations of the Board, on the grounds that an agreement existed between them and the wharf labourers, whereby the parties were bound. Judge Scoles did not grant the owners' claim, i In ordering the constitution of a Board, he said the deep ?.ea wharf labourers, having an agreement, did not come within the seopt l of the Board, and were not included. In regard to the coastal and interstate men, tho Court was asked t-0 stay its hand in order to allow the ■agreement, which they were preparing, to be ratified; but tho Court could not see its way to delay matters because an industrial unrest of the most- distressful kind, threatening the public welfare, existed. The parties involved must be brought within the industrial law of the State. The constitution of a Board did not • prevent the parties from making tho proposed agreement if they resired. The Court recommends the appointment of two representatives from each side. A chairman would afterwards be chosen. The Ship Owners' have nominated representatives, and the men's representatives will be ready by Thursday. POSITION QUIET AND UNALTERED. Received This Morning, 12.35 o'clock. SYDNEY', November 14. . The wharf labourers again ceased work at five o'clock. Otherwise the position is quiet and unaltered.
