November 1 , Lord Selbourne, addressing an Imperial mission meeting at Queen's Hall, said that each Parliament in the Overseas Dominions should decide in war time whether or not they would actively co-operate with the Motherland. Both great parties desired to take the Dominions frankly into conndlence. -Questions of the foreign policy order would ensure their approval even more than active co-opera-tion. The point was whether a. better organised co-operation for common purposes, including defence, was possible or not. The answer must come from the Dominions.
