FAILURE OF RUSSIAN HARVESTS
GOVERNMENT AID.

Owing to failure of the harvests in eighteen governments of Eastern i Russia and Siberia, the Government has allotted aiinety-three million roubles for the relief of distress. Thir-ty-three million people are affected.
