THE CLOSURE PROPOSALS.
INSURANCE BILL DEBATE

In the House of Commons, Mr J. H. Whitley was elected Chairman of Committees.
The closure proposals were . adopted after a ccfuple of extra days were conceded.
The Right, Hor, H. H. Asquith defended the closure. He said, that unless the measure was passed this year, fits benefits would be' delayed for a year. It was impossible. ti> .-legislate on larger, complicated measures, without a time-table. The closure, he believed, would be beneficial if it were to become part of a normal procedure.
The Hon. A. J. Balfour condemned "the guillotine, which, he said, was robbing debate of its elasticity. It would, he said, do no harm to delay the Bill over Christmas. It was the most complicated Bill of the last hundred years. He would not blame Mr Lloyd-George if'he lost the tickets of his own creation for the delegation of Unemployment to a grand committee. The curbing of discussion was, he said, dangerous. He laccussed the Government of attempting to destroy the House of Commons after compassing the House of Lords in destruction.
Mr William O'Brien said that judgment was threatened the Nationalists. Home Rule would be impaired if the Insurance Bill was not passed speedily.
,Mr Redmond denied that there was any compulsion. The Nationalists would propose amendments, which the Government would undoubtedly accept. (Ironical cheers.) He accused Mr Balfour of wishing to delay in order to destroy the next session's programme.
