The replies cf the Pbwers to the Forte's. hvtc'St Note state generally that, in view of Turkey's insistence upon retaining. the sovereignty over Tripoli, and Italy's determination to annex that territory, it is impossible te suggest a basis of mediation.

AN ITALIAN PROCLAMATION.
'(Received Last Night, 5.5 o'clock.) ROME, October 14. A proclamation hso been issued, conferring on the population of Tripoli freedom and protection of all civil and religious rights, and permitting the people to be governed, by chiefs under King Victor Emmanuel's patronage. . The population will not be subject to military service against their will Twenty -tthree thousand Italian •troops have already been landed at Tripoli.
