The Italian commander at offers the inhabitants ten francs apiece for rifles surrendered on the first- day and five francs on the second day, death being the penalty for non-compliance. The Italian Governor lias issued a proclamation abolishing slavery. The Arabs are looting the abandoned premises. " ,
