HARBOUR BOARDS.
The Harbour .boards Conference which, is at present feeing held in Wellington is devoting itself chiefly to discussing the expensive methods under which elections are being held. It was pointed out that the last elections had cost £4647, as against £336 for the six previous elections. That is alright, so far as it goes. But why should the people not pay for the fantastic legislation of its representatives'? The Government wished to make the country believe that it was thoroughly democratic, and so it made Haiibour Boards elective oh the popular basis, reserving to itself the right to nominate its friends as a sort of set-off. For such a in the name of Demos the people should be willing to pay anything. JDemos is a very fine sort of fellow in theory, but in practice lie costs a mighty lot of dollars. - ' '
