HARBOUR BOARDS.

The Harbour .boards Conference which, is at present feeing held in Wellington is devoting itself chiefly to discussing the expensive methods under which elections are being held. It was pointed out that the last elections had cost £4647, as against £336 for the six previous elections. That is alright, so far as it goes. But why should the people not pay for the fantastic legislation of its representatives'?
