THE BALLOT SYSTEM.
An interesting discussion took place in the House of Representatives yesterday on the ballot system as it is applied to the settlement of the Crown lands of the" Dominion. Nearly the whole of the Opposition members" condemned the system as inimical to genuine settlement, but nobody seemed tp evolve a satisfactory substitute. There is surely some person in the House who can devise a scheme which will; work, more ■smoothly than -tino present,, which will', country from exploitation by land-sharks. The Ward Ministry does noi appear' able, to construct' ia scheme. Should the Opposition not be given an opportunity of doing so? .
