THE BUNCH OF CARROTS.
The Prime Minister is evidently not satisfied that las desperate appeal through) th© Budget is going to be taken seriousliy by (the electorates. He wQuta still another string to liiis he will fiiE- the vacancies in the Oabinetc until after .the elections. MeanwWle about forty Government members will be at liberty ito isifcate that they have every reason to think that, if again; elected, tihiey will be oaliledl to <the Cabinet. Thus may the electors, be "Muffed" into giving the followers of a non-Democratic party another chance of redeeming themselves. If (the constituencies are well adivAsed 1 , however, they will treat Itihie conduct of the Prime Minister as an indication that he does not regard any of his followers as worthy of Cabinet rank, and they wfill place ttflie responsibility for constructing a Ministry upon other shoulders.
