The assistant-manager of the Lcii- I don-North-Western Company, sta.te-1 J that the unions only represented 21 per cent of the railwaymen. The most serious aspect of their demand for recognition would bo the lowering of the standard of discipline. The chief ,factor in the recent unrest was the ' extravagant hopes fostered by the unions. The Companies accepted the conciliation scheme in order to, secure prolonged peace.
