EVIDENCE OF A MANAGER.

The- assisfcaat mianager in London of *Mhe North-Western Railway, before tihe Railway Commission, admitted that some of tihe delay in the creation of Boards wais due to the , jOompanies desiring to understand tihe -Working befoa'e starting tihe machinery. A section of the men hadi been educated into refenr■*ing to the Conciliation Board instead of the Directors. With reference to the coat of the scheme, Ms Cfamjpany offered to bear the cost, but the Railway's Society retfuaed. The Unions demlanded the abolition of bonuses in order'to limit tihe indtviduiaP ou<tpult, depriving the men cf from two shillings, to five sftifilldiigis weekly. Witness suggested abolishing the Central Bbaror, ithrus increasing thi& importance of motional boardb and the annual appointment of permanent arbitrators.
