THE GOVERNOR'S SPEECH.

MELBOURNE, Sept. 5. ,Lord Dennran opened, the Federal Parliament. The Govieraor'is. Speech congmtdliated the people of Australia, upon the* continued general prosperity of''tihe Commonwealth. The-programme for the-- session includes Commonwealth Bank,Tran,Bcontinental Railway, Compensation to Seamen, Compensation and Navigation Bills, and also measures to codify the criminal law, and amend tihe Elieetorai, Old Age Pensions, OonoMdation' and Arbitration Acts. The Speech stated that a progressive land ibax encouraging settlement, and attraating desirable, imimigjrantts wtouM be proposed.
