TO BE INTRODUCED AT HOME. AN IMPORTANT PROJECT. (Received This morning, 12.40 o'clock) LONDON, September 5. In pursuance of the Postal Committee Inquiries' suggestions, Mr Herbert Samuel has agreed to a devolution scheme, to become operative within two months. England mil be divided into twelve districts, each under a eral, with a salary of £IOOO a year. ■■- Ireland and Scotland will each have a surveyor-general. All of these will have supreme control in all departments in their respective districts, without reference to London. Officials from London will be draft-, ed from the provinces to form the nucleus for the surveyor-generals' staffs, which will include telephone managers. Nottingham will be tb.3 headquarters of the telephone engineering'works. Another scheme will be simultaneously introduced, unifying the pay of clerks in the different offices.
