DEFENCES BEING STRENGTHENED.
PROVISIONING OF FORTS

BRUSSELS, September 4. Much activity prevails in military circles. The defences at Meuse, in the north east of France, are being strengthened. The forts at Liege and Namur, in the south-east of Belgium, are being supplied with lammunition and food, as in war time. DEMONSTRATION OF SOCIALISTS. AGAINST WARLIKE AGITATION. (Received This Morning, 12.15 o'clock) BERLIN, September 4. One hundred thousand persons, including women and children, obeyed the summons of the Social Democratic leaders to demonstrate m Treptow Park against the warlike agitation over Morocco, and for peace between the peoples. The utmost order prevailed.
NEWSPAPER ARTICLES. OF THE GRAVEST TONE. (Received This Morning, 12.15 o'clock) BERLIN; September 4. The newspapers are full of articles, mostly of the gravest tone, dwelling on the danger which, after forty-one years, again confronts Germany on "Sedan Day." The Deutctier Zeitung asks whether, in view of the gravity of the outlook, all has been done to ensure that the high posts in the army have been adequately filled. It points out that General Sir J. D. French is inspecting the French frontier defences, and that relations with Britain are severely strained. It deprecates the concentration of the fleet in the Baltic for reviews and manoeuvres, leaving not a single battleship in the North Sea. I
MORE HOPEFUL SPIRIT. (Received This Morning, 12.50 o'clock) feERLIN, September 4. Correspondents agree that a more hopeful spirit prevails in Berlin regarding the Moroccan negotiations. The chief point presenting difficulties rela/bes to the safeguarding of German industries in Morocco.
FRENCH MOVEMENTS. (Received This Morning, 12.15 o'clock) LONDON, September 4. The Daily Telegraph correspondent at Tangier reports that three thousand French soldiers from Casablanca have been ordered to occupy Marrakesh. (Received September 4, 8.50 a.m.) . LONDON, September 3. A number of German reservists in London have been ordered to rejoin the colours, isome within twenty-four hours. It is stlated that this short notice is intended to .test the effectiveness of the reserve for rapid mobilisation. PARIS, September 3. M. de Selves received Sir Francis Bertie, the British Ambassador, and Count Isvolsky, the Russian Ambassador. Le Temps states that the interview showed an entire community of views between the three Cabinets. MADRID, September 3. Replying to French criticisms alleging the inopportuneness of Spain's intention to occupy Ifui ()a Moorish port southward of Agadir), under the Hispano-Moroccan Treaty of 1860, it is now isemi-officially, explained that the subject has been under discussion for three years. Spain's resolve was due to Morocco's non-fulfilment of a definite promise in respect of Spain's rights.
