Millar movied the ■second; reading of the Hutt Railway amd Road Improvement Amendment Act, allocating ..re cost of the formation oif the road amongst local .bodies. - Members representing tire districts in which the local bodies, concerned 'were situated, voiced their objections to the Bill, declaring tbhe work to be a national one.
