GERMAN MINISTER'S STATEMENTS

THE ALGECIRAS AGREEMENT.

PARIS, August 20.

Herr Kiderlin Waechter, German Minister for Foreign Aifairs, who is is visiting Ohomiaux, in the course of an interview, declared that neither France nor Germany wished for wiar. Had France respected the spirit and letter of the Algeciras Agreement, all would: have been well, but French commerce was unduly favoured over German.

They could fight in times of peace. The German navy, which was developing powerfully, represented Germany's desire for salt water. He believed that Hamburgers wished to see it further strengthened, so that no one would dispute the place that was their due.
