GERMAN MINISTER'S STATEMENTS
THE ALGECIRAS AGREEMENT.

PARIS, August 20.
Herr Kiderlin Waechter, German Minister for Foreign Aifairs, who is is visiting Ohomiaux, in the course of an interview, declared that neither France nor Germany wished for wiar. Had France respected the spirit and letter of the Algeciras Agreement, all would: have been well, but French commerce was unduly favoured over German.

BERLIN, Aug. 28
The outburst of the Anglophobia section of the . German press is based upon the outspoken criticism of Germany's Moroccan policy, contained in an interview with an anonymous English diplomat in the Neue Freie Presse. The Anglophobists attribute the interview to Mr Fairfax Gartwright. The Kaiser, speaking at a banquet at Hamburg, said the commercial competitions of the nations was wholesome. They could fight in times of peace. The German navy, which was developing powerfully, represented Germany's desire for salt water. He believed that Hamburgers wished to see it further strengthened, so that no one would dispute the place that was their due.
