PARLIAMENT AT EDINBURGH

Sir H. Dalziell, Literal member for Kirkcaldy Burghs, will introduce the Scottish Homo Rule Bill on WednesaHe proposes that a Parliament be constituted at Edinburgh, comprising 144 members, being two members lor each of the present constituencies. He does not propose any change in the present representation at Westminster until a federal system has been adopted.
