Tlio slow progress of tiic neyotirv tionr. is causing impatience in Paris and Berlin, whero the prospects of a protracted discussion inspire apprehension. PARIS, Wednesday. Lo Temps urges the Government to propose a European Conference, on the question of Morocco, as it is well known that Germany desires to abolish the Algeciras Convention. The Echo de Paris states that Hcrr Kiderlin Waechter asked M. Canibon to cede Taito (? Tahiti) in the Pacific, to Germany. LONDON, August 2. The Bashaw cf Agadir has expelled Mr Alan Ostler, correspondent of the Daily Express, and also Mr Francis MeCullagu.

WASHINGTON, August 2. The arrangements in connection with the Anglo-American arbitration treaty have been completed, and the Rt. Hon. James Bryce, British Ambassador, is en route to Washington to sign the treaty on Great Britain's behalf. The French treaty will be despatched to Paris by special messenger. President Taft expects to submit both treaties to Congress before the session ends.

WASHINGTON, August 2. The Insurgent Republicans and tho Democrats passed through the Senate the Farmers' Free List Bill, after rejecting the House of Representatives' Farmers' Bill. The Senate Bill is practieally the same, save, that meat products, flour and cereal products only will be admitted free when coming from countries with which the United States .has reciprocity. Canada obviously is the country meant. The Democrats regard this as a substantial victory, and they intend, if the President does not veto the Bill, to open up the whole tariff question during the-present session.

NEW YORK, August 2. The Standard Oil Company, in accordance with the Supreme Court decision, has decided to dissolve its thirty-five subsidiary companies. The method to be followed is to distribute the stock of the subsidiaries amongst the parent companies' shareholders. Financiers declare that though the law will thus be observed, the Trust will be no less a Trust than before.

LONDON, August 2. Mr Balfour gave notice to move on Monday a vote of censure on the Government's obtaining a pledge for the creation of Peers as a gross violation of constitutional liberty, precluding the people from pronouncing on Home Rule. Mr Balfour, also intimated that he would ask the Premier for the date when the pledge was asked. Mr Asquith, being indisposed, was absent from' the House.
